On this podcast, episode 148, Adrian talks about a story of a client that was preparing their basement as a rental property. This client hired a contractor who did all the necessary requirements to make it legal. Unfortunately, after they spent all this time/ money they weren’t allowed to rent it out due to their municipality bylaws.
While the city of Toronto and surrounding areas recognize the need for housing and want to encourage density, it also wants to protect the safety of basement inhabitants. The situation, according to John Avbar, Manager of Enforcement, Property Standards, is getting worse. His team looks for houses with 10 to 15 individuals sharing a single room.
“We’ve observed up to 27 people in one house,” Avbar added. “In the last five years, illegal lodging house complaints have increased from 7% to 53% of all complaints.” Neighbors have complained about loudness, large amounts of rubbish, a lack of maintenance, and cars parked all over.
Colin Brook, director of building services and chief building official, said, “We take these complaints extremely seriously and follow up on every one that we receive.” “The safety of all occupants is of the utmost importance. The Ontario Building Code and the requirement for a building permit ensure that the necessary minimum criteria are satisfied to protect the residents and allow them to safely enjoy their space.”
